My car won't start because it doesn't register in neutral??

i have a 1999 plymouth neon and it has been having problems starting because of something that needs to register when it is in park. i can't remember the name of it but is there any way to fix it? It's like it just gets sticky and doesn't register. I would like to be able to fix it myself if possible. Thanks
