How do I apply for income restricted apartments in oakland ca?

I currently reside in a suburb outside of Chicago, IL. However, I'll be moving to the San Francisco Bay area in California this August. I am a student, so I have a very tight budget. In order for me to get an apartment, I'll need financial istance. Please help!
