Graphing help Math Emergency Please help me?

are u sure its not 10x. If it is like that then the vertex is (5,-23) and axis of symmetry is 5. But if it is like you say it is then the vertex is (0,-8) and axis of symmetry is 0. Im pretty sure thats how you do, just double check with someone else. To make sure im right.:)
